Though their share similarities to Slayers as they are able to use Sense Energy and their own Hundreds, the main differences is that Hunters don't belong to either a country or companies like the Warslan Company and belong to organizations that haven't been approved by the United Nations. As such, they are considered to be unaffiliated and simply pursue their own interests.
This is first shown by the Olfred Siblings, three orphaned siblings were turned into variants by Vitaly Tynyanov and worked under her to steal Savage cores to wreak her revenge against Little Garden and Judal Harvey who used her. Though after the siblings were taken into Little Garden and Vitaly died, the Olfred Siblings aren't considered to be Hunters anymore.
